Help shape the future of the UK ELT sector: consultation now open  

English UK is inviting feedback from across the English language teaching (ELT) sector on a proposed UK ELT Sector Action Plan as part of the UK government's International Education Strategy. The plan will set priorities, opportunities and actions for the sector through to 2030.

The consultation is open to providers, university language centres, pathway organisations, agents, awarding bodies, publishers and other organisations involved in English language teaching and international education.

What is the UK ELT Sector Action Plan? 

Sector Action Plans (SAPs) form part of the UK Government's International Education Strategy (IES).

The 2026-2030 IES sets three ambitions:

  • to strengthen the UK's international standing through education and position the UK as the partner of choice at every stage of learning
  • continue to sustainably recruit high-quality international students from a diverse range of countries
  • collectively grow UK education exports to £40 billion per year by 2030 

The content framework outlines the proposed direction and priorities for the UK ELT SAP. It shows how the ELT sector can support these ambitions and contribute to the wider UK international education offer.

Why is English UK leading this work? 

English UK is a core member of the Education Sector Action Group (ESAG), the government-sector forum established to support delivery of the International Education Strategy.

ESAG brings together government, sector bodies and education leaders to identify opportunities for growth, address barriers and develop practical actions that support the strategy's ambitions. Each ESAG core member leads a sub-sector-specific action plan. 

As the representative body for accredited ELT providers, English UK is leading the UK ELT SAP.  

The plan will:

  • set out how the sector can support the International Education Strategy
  • identify opportunities for sustainable growth and partnerships
  • highlight key barriers
  • propose practical actions for the sector, government and partners
  • outline how progress will be measured

We want your feedback on the proposed direction, priorities and areas of focus.

Your input will help us:

  • test whether the proposed priorities reflect the sector's most important opportunities and challenges
  • identify gaps and emerging issues
  • prioritise the actions most likely to deliver impact by 2030
  • ensure the final plan reflects views from across the ELT community
We will analyse all responses in aggregate and use the findings to shape the recommendations English UK submits on behalf of the sector and finalise the UK ELT SAP, which we will publish on 1 September.
